Developed and maintained US Department of State ILMS .NET Logistics Management System. ILMS .NET is a supplemental system to a PeopleSoft deployment which shares the same Oracle database and in accessed through Web API. I was responsible for all facets of software development on the ILMS .NET System including functional requirements analyst, bug fixes, feature requests, enhancements, upgrades, LOE estimates, system troubleshooting, quality assurance, system architecture re-engineering, and daily backlog maintenance. Position required daily interaction with analysts, administrators, stakeholders, testers, managers, and users. Application code was authored in AngularJS, JavaScript, HTML, CSS, C#, Web API, and Oracle PL-SQL using an MVC code architecture. Development tasks included adding new code modules, pages, views, and JavaScript and C# files to the existing code base. New Angular UI functionality was developed, including modifying and adding methods to existing JavaScript files and Web API’s. I was also responsible for migrating Dev and Test environments from AWS to Azure hosting. Migration included server and application reconfiguration, IIS reconfiguration, web config reconfiguration, Web API reconfiguration, as well as migrating source code into an Azure DevOps repository. In addition to software development tasks, I also authored ILMS system architecture documentation.

Montgomery County PSDS

.Net Development Project Lead

Developed and architected a .NET Based Infrastructure Monitoring System for Montgomery County PSDS (Public Safety Data Systems) 911 call center. The system is comprised of PowerShell scripts to generate CSV and XML output files, SQL Server file import and parse stored procedures, and a .NET Core Web Based front end dashboard. Facilitated full ALM/SDLC duties from system conception and prototyping to application coding and testing, to the final product. Conducted requirements analysis meetings and Scrum meetings with Montgomery County Police personnel and team members to get an overview of Montgomery County IT Infrastructure and Enterprise Architecture. Modular .NET Core/JavaScript/jQuery single page front-end dashboard was developed to provide live monitoring of Montgomery County IT Infrastructure. Aggregated Enterprise level server, infrastructure, and performance metrics were provided in real-time through a web-based interface. System development progress was presented weekly during business unit meetings. System integrated with existing data warehouse infrastructure.

As a .NET Development Team Lead for VMD Systems, he was responsible for leading a development team on. NET-based systems for the US Department of State, Consular Affairs division. Systems development is performed on the CEAC suite of immigration processing applications. System code was written in C#, ASP .NET, JSON, JQuery, CSS, HTML5, Entity Framework, and Oracle PL SQL. Agile development methodology and processes were followed, including daily development Scrum meetings with development personnel, business analysts, and project manager. In addition to hands-on software development, position responsibilities include creating and managing sprint work items and product backlogs, daily email communication and coordination with other Department of State development teams and government personnel, and mentoring of junior development personnel. Application development consists of application architecting, branching, merging, versioning, system packaging and deployment, server maintenance and administration, requirements analysis, and application QA testing, including test-driven development techniques and automated application testing. Dev Ops deployment and Continuous Integration procedures were used to continually develop and deploy software versions.

As a Web Development Project lead for By Light, he was responsible for upgrading and redesigning ByLight Professional IT Services corporate website. This process included performing a functional and technical analysis of the existing website, setting up a new Development and Staging WordPress environments on CentOS Servers, and developing a brand-new website using the existing content of the old website. Knowledge of WordPress, CSS, HTML5, Unix Terminal Commands, FTP, Photoshop, PHP, and MySQL was essential to perform the site upgrade. Each page within the entire site was redesigned with new graphics, images, icons, photos, layouts, menus, sidebars, headers, footers and functionality. As a TFS Administrator for USDA Foreign Agriculture Services (FAS), his primary responsibility was to administrate, support, and troubleshoot USDA’s TFS deployment. This included administering project-based security, branching and merging of source code projects, work item administration and customization, built definition and deployment automation, full administration of TFS servers; including TFS Server, SSRS Server, Build Server, and SharePoint Server, as well as ensuring the health of the TFS tiers and connectivity (both application and data tiers). As a Senior .NET Developer for USDA (FAS), his primary responsibility was to develop, support, upgrade, and maintain iMart, a web-based HR and Financial Application used worldwide by USDA FAS (Foreign Agriculture Services), integrating with the US Department of State systems.  System development and development tasks required a thorough knowledge of C#, ASP .NET, MVC, JavaScript, jQuery, Entity Framework, Team Foundation Server 2012, Office 2010, Office 2013, SQL Server 2008 R2, SQL Management Studio, SQL Server Reporting Services, and Visual Studio 2010, 2012, and 2013.  Application Lifecycle Management was facilitated on a monthly iteration-based schedule under the Agile development methodology. Development tasks included analyzing system requirements documents, system and change request documents, and software bugs; developing software-based solutions around his analysis of the specified work item. Knowledge of Visual Studio project integration with Office was fundamental in performing development duties. Solutions were authored in both a VBA/.NET interoperability configuration and Visual Studio Tools for Office (VSTO) configuration. Application database calls were made through a referenced web service-based object.
